Ok I got home and started testing this out for you. Here is what I did to solve it took me a about an hour to duplicate your problem. Go to the bethesda. Then boot up your xbox and disable a mod in your line up, ps4 fallout 4 mods not downloading, any mod don't delete it just disable it.
Then back out to the title screen. Hit ok on the box, then quickly hit your xbox button and quit fallout.
